You and others are reading more into this. I am against everything the Kenyan has stood for and MORE, but I don’t think this is a bad idea in general (to have civilian service requirements), now just because they could misuse this and turn it into something else does not mean the idea in general is a bad one.
I don’t know how it would be funded which is a concern, but to have citizens who are well informed of how to perform in a national disaster, that’s a GOOD thing.
I think the best point made on FR was the person who posted the comment about having all the inner city young people participating. That I cannot even imagine.
