I swear by them!

My second child was so impulsive as a toddler it would have been impossible to go outside with him. He would have seen a truck or dog and darted out into the street like a flash of lightning.

So?....Which is worse? Keeping a child confined inside until he is 4 or using a restraint so that he can enjoy a walk on the sidewalk or in a mall?
