How to operate a Devireg 550 thermostat

The Devireg 550 thermostat has a circular dial with a 24 marks, corresponding to 24 hours. Below it is a small button that can be pushed in, but also dialed.

Yes, I have tried googling the owner's manual and googling for other help, but for some reason my ISP doesn't load the pages that I click on after google returns links (we're in China). Any help on how to operate this thing, particularly how to get it to turn on the heat, would be appreciated. Thanks.

Thanks, I appreciate it. It turns out we have a wall mounted blower that does both AC and heater. The reason the Devireg wasn't showing anything was that the circuit breaker was off.
