In a way, it is. Black people don't do well in snow, just like white people don't do well in sun. Black folks will get rickets from lack of Vitamin D, for example; white folks in sun climates get burns and melanomas and die young.
What's so interesting about this is that climate is what really calls the shots on the human condition, next to (or as part of) God. (I believe that Judeo-Christianity gives us the rules to get along in any climate).
When Juan Cabrillo first explored the California coastline about 500 years ago -- and 500 yrs is a hiccup, when you think about it -- the Big Sur coast was described as snowy and icy and unhospitable. In anyone's memory, in the oldest California families along the coast, no one remembers it that cold.
Imagine how quickly things would change if the climate in the Southwest went into that climactic mode again. For one thing, California would lose its allure as having the "perfect" climate. Its ability to produce food would alter. And the need for energy would change drastically, or people would die. In civilized places, the wheat would pretty quickly lose the chaff in an abrupt and dramatic climate change.
The mighty hand of God -- climate is omnipotent.
