The bill co-sponsored by McCain in 2005 was voted for by all Republicans in committee and against by every democrat. It never went to the full senate because it was far short of the required 60 votes required to pass. Remember the R's only had a small majority at that time.
So far I have yet to see a Republican blocking any attempt at regulation/oversight on Fannie/Freddie. Have not seen any Republican involved in changing the standards to create the risky loans. That was done by Clinton and Robert Rubin.
