Wrong. The president pro tempore serves "in the absence" of the Vice President/President of the Senate. When the "absence" of the Vice President occurs is entirely up to the Vice President. If she so chooses, she could pitch a tent on the floor of the Senate, and preside at every vote, and speak as much on the floor as any of the Senators.
