Dems don’t want to pass a Bailout bill without Republican support. They want everyone to take ownership, so no one gets the blame.

They want to hang this on the republicans and it’s not going to happen if republicans don’t vote for it.

Oh, OK. The Dems won't pass the legislation without the Republicans, although they could if they wanted to. That is now clearer to me. Thank you.
