According to the story, their best educated guess is that back in 1991, some local who was opposed to a large new development, faked the artifact in an effort to get the development halted.
If that's true, this could well be just another case of a lie from a radical environmentalist. (Remember the Sierra Club lying about spotted owl habitats in the northwest?)
