I believe they run through the states the first time and any state that “passes” during the first roll call get a second chance. By doing this it allowed Arizona to be the state to put McCain over the 1191 needed votes.

It is a tradisi0on to have states pass in a certain order to allow the candidate's home state the honor of "putting them over the top".
Both parties do it.
