Are they implying that the Inuit people look like they have Down’s Syndrome?

The earlier, now politically incorrect, term was Mongoloidism, implying that the child looked like a member of the Mongoloid race. Which to a "white" person they kind of do.

Inuit are members of the Mongoloid race, so the comparison isn't all that far-fetched.
