They put the baby on regular milk rather than formula and it led the child to starve? Sure, not thrive but starve? I didn't know that would starve a baby.

Anybody else here old enough to remember the old days when Mom used to feed baby brother or sister some homemade concoction made up of some sort of milk mixed up with Kayro Syrup?

I don’t recall the exact measurements, but it seems that it WAS canned milk/water/karo. Babies lived on it just fine (altho breast feeding really is best—and cheapest).
