If you can’t find something free to do what you want try Adobo Photoshop Elements. Its a cut down version of photoshop but is a lot cheaper.

I was also going to suggest Photoshop Elements. It’s around $80 at Costco (probably Sam’s, too) and Amazon.com.

If the interesting is the text side of the thing [as far as captions and bubbles and arrows are concerned], then I'd be looking more at Adobe Illustrator than Adobe Photoshop.
