"29XX PENN WEDNESDAY 1135 HOURS 07-288091 Officers dispatched to 911 narcotics call and upon arrival observed a male carrying a bag and then 20 seconds later without it. Upon locating the bag officers discovered a loaded 357 Ruger, which was a Sherburne County stolen. Arrested: Mister Evans, Anthony Gildersleeve and Terry Arnold, all black males, 25, 19 and 21 years old with 11, 14 and 9 CAPRS."

Pardon my ignorance -- Does 'CAPRS' refer to a previous criminal record? I've never seen the term before.
