Years ago, before mandatory insurance was all the rage, there were studies done showing how a small fee added to the price of a gallon of gas could provide every driver with a minimum of insurance from an insurance pool. Wonder whatever happened to those proposals? Insurance that does not consider risk encourages risky behavior.

“Insurance that does not consider risk encourages risky behavior.”
Why am I instantly reminded of the annual California-Wildfire fest?
Last I heard, the risk premiums for those who are allowed to live in their desert paradise tinderbox is shared nationally.

Insurance that does not consider risk encourages risky behavior. Is this a Chinese proverb? ;^)
I was thinking with today's technology one might swipe a card (proving insurance is current) at the pump and receive a discount on the price paid.
