Here in Houston, we USED to hear the air raid sirens once a month (testing). They were also to be used to warning of impending tornados/hurricanes. They were silenced in the 1990s.
There are other solutions besides handing out something to every voter.

I don't know about Houston, but down in Seabrook, I know they have a Computerized Phone System that phones your home with Emergency Announcements.
For what good that would do if you already have lost power and most of us have some type of powered phone at home.

On the outskirts of Pasadena we still have the siren tests every Thursday.
