I'm not a great admirer of Bush but one of his first policy initiatives, before the Barbarians flew into the World Trade Center and the Pentagon, was to try to get a national energy policy in place. Congress ignored him. If we want to assign blame look no further than the Congress which has consistently made the wrong decisions vide: No ANWAR drilling, ethanol ( Or the Archer, Daniels, Midland profit improvement scheme ), no Nuclear power stations, no uniformity of gas formulations.
Wherever you look the Congress, not Bush, has made the wrong decisions.
