Yes, I believe think that. But again, who has had the bully pulpit and how many years did Bush have a Republican Congress to deal with this?

While I understand he was mostly focused on the WOT, he has department heads to advise him of different matters. There is no excuse. He has been Punked by the Saudis and the other oil producers. There is no getting around it. Look at your gas pump. .
