I don’t see how it could be a political statement, unless he campaigned in the Northern Mariana Islands even though they send no delegates to the DNC — strictly speaking, they’re not truly “abroad”.

The first 5 comes from crap like this littered throughout the United States Code:
(e) the term “State” means a State of the United States, the District of Columbia, Puerto Rico, Guam, the Virgin Islands, American Samoa, and the Northern Mariana Islands;

— even though a higher authority (the U.S. Constitution) defines the term “State” in a completely different fashion.
That's what happens when you cling to your guns and your religion. You lose touch with reality. Not to worry, Obama has the answers (hope, change, etc.).
