No, he thinks we have 60, because he said he’s been to 57, won’t be able to go to Alaska and Hawaii, and has one more to go.

So...

57 (visited) + 1 (one more to go) + 2 (Alaska & Hawaii) = 60.

And his staff wouldn't "allow" him to visit Alaska and Hawaii. So either he thinks there are 58 states, two of which are not Alaska and Hawaii, or he thinks we have 60 states.
