The implication I took from that since he just didn't say it was the noose was also tied to his privates. Makes me wonder what kind of sick activities the reporter is into!

It was not a marital devise. The CNN Reporter is a well known and very public homosexual.

He was not wearing shoes but wearing a pair of boots. And it was in his boot. He was obviously looking for a guy in the park with whom to have homosexual sex.
