The best way to handle buying cigs across state lines is to pay with cash.
Debit, Checks, Credit Cards, and cigarette coupons that have your name stamped on them leave a trail that your state can follow and most states now have USE TAX on cigarettes and other purchases made outside the state. (mail order, etc)
