It sounds like we are paying for extensive development to create an entirely new helicopter, so of course the costs skyrocket and are averaged over only a small number of machines.
Maybe we should just have future Presidents use a VTOL version of the F-35!! :^) [cost per unit should be lower but where would we put the extra passengers?]
