Sincerely, show me a foreign contractor who charges $5 per hour for C++ code. The lowest I've seen is $20. ...assuming PHP and the like fall into another category (server hogs).

BTTT - good point. Salaries and hourly rates in India are not as low as people here think they are. Additionally, with the falling $, the “potential” savings from outsourcing aren’t as rosy as before.
