He weighs 9kg and can lift 1.5kg. That’s 16.66% of his body weight. I weigh 190 and can curl 50lb dumbells. That’s more than a quarter of my body weight. I’m not impressed. I’m not even a body builder. I have seen guys curling 80 and 90 pound dumbells and that’s about 1/2 their body weight.

From the other pictures at the link, I think they may mean one in each hand, for a total of 33.3% of his body weight. Still not that impressive by normal standards, but more reasonable for them to comment on.

I would imagine that, being affected by dwarfism, this guy has additional problems that would limit how much he could lift. That he can do what he does, and is making the effort, is worthy of respect to me.
