At least one Medical Board (Louisiana) has opined that the locale of the patient determines whether or not the practitioner must be licensed or not. If a physician advises a patient in Louisiana or prescribes over the internet, he is practicing medicine in Louisiana and must have a Louisiana Medical License.

Several physicians have been successfully prosecuted.

How would that apply to a physician traveling with a patient? Or, say, a doctor who travels with the President or Vice President?
