If it is true this tiger got out of the enclosure before, the zoo is totally responsible.

If it is not true and this is the first time the tiger got out, it is because of the provocation the kids did.

That would weigh heavily on who is at fault here.

Zoo employees have known for decades that tigers can and did jump the moat at this enclosure.

Since tigers are NOT SUPPOSED TO BE ABLE TO GET OUT OF THE CONFINEMENT the fact this one did is an issue. No doors were left open.

It's simply the case that tigers have been able to get out of this confinement for many years, and NO ONE KNOWS (or will admit knowing) that they could get out!

What I want to know is what reports the police have had over the years of people leaving home, supposedly on their way to the zoo, and then never returning.
