The confusion over the height of the wall probably stems from the fact that there aree two walls in question. One at the front of the exhibit that seperates the dry moat from the visitors, a straight wall. The other wall surrounds the exhibit on three sides and could be used by the tiger to access the visitor area if it could be scaled.

assuming a 7” riser on the steps, it would seem that the “stalagmite” at 2:00 is only 8’ - 9’ tall - with another half leap to the top - a total of 12’

Then it seems it could have ran across the top to the left and onto the pedestrian area.

You are right! The other 3 walls look very questionable especially the back wall.
