I don't know.
They didn't release the names of the other 'victims'.

I'm wondering if they were dangling poor Carlos over the moat or was Carlos showing off. I also think that there were more than just three of them... they only caught three of them because they were too injured to get away.

Lots of suspicious looking stuff going on here:

Victim's shoe lying inside perimeter of tiger enclosure
The two other 'victims' of the mauling refused to give police their names.
The moat separating the tiger from the public was full of sticks and stones that someone had been throwing at the animal - thereby tormenting it
This occurred after 5:00 - when the zoo closes

Something fishy about the whole story.
Was Carlos a participant/instigator or was he a hapless victim? Was he thrown to the tiger or dangled by the other two?
