There are rat bait (poison) protectors that allow the rats to get the poison, but keep dogs, cats, etc. out.

They also keep the poison dry, so they work inside and outside. Warehouses and resteraunts use them. They are also available in farm supply catalogs. About 5 bucks each, they last for years, and are refillable and lockable. Size is avout 10"X10"X5"
