I still think the best thing to do is divide all teams into 16 conferences of 16 teams. Let each conference be divided into two divisions with a one game League Conference championship game.
From there, you would have a 16 team 'Tournament of Champions'.
Polls would be eliminated from a roll in determining the champion.
Sorry, there will be no tournament. End of discussion.

True, but there is a HUGE difference between number 17 complaining and number 3 complaining. If number 3 should really be number 2, then that’s a potential national championship they don’t win. If number 17 should really be number 16, then that’s likely a first or, at best, second round playoff finish they don’t get.
16 seeds have never won an NCAA basketball tournament game. I’m not saying that equates to football, but it will be a long time before a ‘teen seed would win in football under a playoff system.
I do, however, think your idea about the leagues has merit.
