I know a lot of people who lived in NYC during Rudy's tenure as mayor. Not one complains that he raised their taxes. I would call that evidence against your hypothesis.

Look at it and see if the net effect was "tax increases to pay for alll that playing around [whatever that means]" He privatized government functions that Hillary would never let go, so I am not clear at all what you are talking about.
