Help me here. What would be the Clinton’s motive? What caused her husband’s financial problems? What was his relationship to the Clintons?

The article doesn’t help make any possible connection and Willey doesn’t elaborate. Absent either of those, I would say Willey is hoping to hype sales of her book with accusations.

According to the book Ed Willey was a major fundraiser for Clinton in Virginia. He was known for bringing loads of cash to Dem Headquarters. When he got into bad financial trouble he re-embezzled cash from them. This didn’t sit well with the Dems for two reasons- they wanted their cash for nefarious deeds and they thought Ed Willey would squeal about the collection of cash which was unreported and illegal from day one.

The article goes on to say that Ed was rumored to have carried large amounts of cash that may have been illegal campaign cash during the 1992 Presidential Campaign. A mule for the Clintons perhaps?
