For terrorism to be effective, the perpetrators and their “grievances” must be identified.

It is possible that this was done purely for internal consumption, to gratify a small clique. That would make it more like the work of Saddam who was still nursing a grudge over the 1991 war.

If al-Queda did it, won’t they have crowed about it endlessly?

Alqaida is usually silent about their attacks. Maybe somebody admits something eventually, but they aren’t Palestinian terrorists who instantly claim every truck backfire.
