After seeing the clip, I don't think Lantos had anything to do with her being there. He looked shocked and he reacted quite quickly to her moves towards Rice. He was the only one.

Those pictures at the top of this thread are all in the space of about a second and a half. Lantos is a schmuck but he did the right thing there. He grabbed her filthy hands and prevented her from touching Rice.
