ugh, those are clearly tack-on charges that DA's utilize in order to maintain leverage over career criminals. i don't have time to explain all the minutia. but i bet there aren't many cases of your "plastic pistol grip" law being the only charge against an otherwise law-abiding citizen.

i would bet that it has been utilized as one of a myriad of charges against felony firearm recidivists. same with the gun theft law. criminals who buy guns and then sell them illegally often say the gun was stolen when the cops come knocking on their door due to sales records leading the cops to their door.

Or anybody else the DA doesn't like. The prison sentences are severe and conviction, even without prison, would bar one from firearm's ownership for life.
