The head AND body look like a dog to me.
The feet don’t look like paws though, they look a bit like pig’s feet. Hard to tell though, since it’s not a very close shot. I’d guess it’s just some kind of dog who got loose and died.
Looks like one of those dogs that always seem to win in the “Worlds Ugliest Dog” shows.
