The Security and Prosperity Partnership of North America summit in Canada released a plan that established U.N. law along with regulations by the World Trade Organization and World Health Organization as supreme over U.S. law and set the stage for militarizing the management of continental health emergencies.
The "North American Plan for Avian & Pandemic Influenza" was finalized at the SPP summit last week in Montebello, Quebec.
At the same time, the U.S. Northern Command, or NORTHCOM, has created a webpage dedicated to avian flu and has been running exercises in preparation for the possible use of U.S. military forces in a continental domestic emergency involving avian flu or pandemic influenza.
With virtually no media attention, in 2005 President Bush shifted U.S. policy on avian flu and pandemic influenza, placing the country under international guidelines not specifically determined by domestic agencies.
The policy shift was formalized Sept. 14, 2005, when Bush announced a new International Partnership on Avian and Pandemic Influenza to a High-Level Plenary Meeting of the U.N. General Assembly, in New York.
The new International Partnership on Avian and Pandemic Influenza was designed to supersede an earlier November 2005 Homeland Security report that called for a U.S. national strategy that would be coordinated by the Departments of Homeland Security, Health and Agriculture.
The 2005 plan, operative until Bush announced the International Partnership on Avian and Pandemic Influenza, directed the State Department to work with the WHO and U.N., but it does not mention that international health controls are to be considered controlling over relevant U.S. statutes or authorities.

Components and Processes of IHR 2005 Surveillance
IHR 2005 describes key aspects of the surveillance process from the local to the global level. As part of IHR 2005's core surveillance and response capacity requirements, each state party has to develop and maintain capabilities to detect, assess, and report disease events at the local, intermediate, and national levels (article 5.1, annex 1). Officials at the national level must be able to report through the national IHR focal point to WHO when required under IHR 2005 (articles 4.2 and 6). The regulations also mandate that WHO establish IHR contact points that are always accessible to state parties (article 4.3). Connecting these levels produces the surveillance architecture illustrated in Figure 2.
Requiring that a national IHR focal point be established is another surveillance initiative in IHR 2005. The focal point is designed to facilitate rapid sharing of surveillance information because it is responsible for communicating with the WHO IHR contact points and disseminating information within the state party (article 4.2). By linking national IHR focal points through WHO, IHR 2005 establishes a global network that improves the real-time flow of surveillance information from the local to the global level and also between state parties (article 4.4).
Substitute the organizational names of WHO and IHR and replace them with the un, because that's where they originate.

What's not to understand is whether those regulations apply to a health emergency in Iowa, or one that crosses an international border. Don't pull a Corsi on me.

The United States Prepares for H5N1 Avian Influenza Spread to North America
Although the H5N1 avian influenza virus has not yet spread to North America, the United States is collaborating closely with Canada and Mexico through the Security and Prosperity Partnership to coordinate surveillance efforts for the early detection of the virus in wild birds migrating within and across North America. In the United States, a joint Federal/State program for the early detection of highly pathogenic avian influenza virus in wild birds has collected more than 145,000 samples from birds in all 50 States and territories since April 1, 2006. None of these U.S. samples tested positive for highly pathogenic avian influenza A H5N1.
