The U.S. has built nine navigation systems for Mexico and Canada under the controversial Security and Prosperity Partnership of North America in an apparent first step toward establishing the satellite infrastructure needed to create a North American air traffic control system.
The defining vision for North American air traffic control was articulated by then-Secretary of Transportation Norman Y. Mineta in a Sept. 27, 2004, statement announcing, "We must make flying throughout North America as seamless as possible if we are to truly reap the rewards of the expanding global economy."
The "2006 Report to Leaders" posted on the SPP website proclaimed, "In order to increase navigational accuracy across the region, five Wide Area Augmentation System (WAAS) stations were installed in Canada and Mexico in 2005."
WAAS is a space-based augmentation system that provides precision navigation information to aircraft equipped with Global Positioning Satellite/WAAS receivers through all phases of flight.
Working through the North American Aviation Trilateral, the U.S. has built for Mexico WAAS stations at five locations: Mexico City, San Jose del Cabo, Puerto Vallarta, Merida and Tapachula.
Additionally, the U.S., working through NATT, has built four Canadian WAAS stations, at Iqaluit, Gander, Winnipeg and Goose Bay.
WND also has learned discussions are underway to create a North American Air Traffic Control System, complete with Federal Aviation Administration issuance of WAAS certifications for Canadian and Mexican airspace. According to a government official who specializes in satellite technology applied to air traffic control systems, it would involve Canadian and Mexican foreign nationals not only hosting but operating and maintaining U.S. air navigation equipment as part of a continental Global Navigation Satellite System.

Mexican airplanes have been landing in the US for a long, long time.
Perhaps when the North American Union is a physical reality, people will realize that such a thing is possible and not just a spectre conjured up in the dream-world beneath a tin-foil hat.
Last time I flew home to Texas from a business trip in Scotland, the flight path was across Greenland and Central Canada. A WRS system would make this a safer trip. That’s good news.
I would not dare to think that in slouching toward the NAU, there will not be a “benefit” to each of the steps taken. Therein lies the beauty of the way this thing is being done. The increments, however, still remain just that, increments.

Wasn't there a fatal air traffic accident a few years ago on the east coast that was caused by a Mexican pilot not understanding enough English?

What you speak of is the ultimate goal. They will no longer be citizens of Mexico, but citizens of the NAU. That is absolutely not of benefit to you and I. But the steps taken to arrive at that end, will be accomplished with explanations of how good they are for all of us or for some significant portion of us (playing one side against another is not a new trick).
The aviation safety explanation for the new air traffic system makes sense to the average American. What explanation will they use for adding 109 million new citizens?
They do not need an explanation, they are in the very act of accomplishing the dirty deed right now. We may not get the hundred-million plus, instantly, but with the birth-rate, the next generation could easily approach that number. Bingo, bango, bongo, we no longer have what could be called an American culture.
They don’t need no stinking explanations, like they don’t need no stinking badges (though they do use them when they have to and they are usually very high-ranking badges).

The current population of Mexico is about 109 million. If we merge, how is that not instantly?
This would be the same Normam Mineta who forcefully articulated the administrations position, post 9/11, that airport security must give equal scrutiny to a white-haired, grandma from Dubuque, as to a group of young, Arabic men.
The failure to fire this PC moron on the spot and to reverse that insane policy is the FIRST reason that made me okay with the impeachment of this president (for willful refusal to carry out his constitutional duties).
“Incrementalism” is an interesting (though valid, usually) argument. With that word one can avoid a discussion of whether society is made better-off by making it harder to have an air-to-air collision.
How many increments between safer air travel and full integration?
That’s what these arguments usually boil down to, though one side is too lazy to find out. It’s like the “seven degrees of Kevin Bacon” thing.
