PUERTO VALLARTA, Mexico (AP) -- A Mexican judge has ruled to close the criminal case against bounty hunter and TV reality star Duane "Dog" Chapman, but state prosecutors have appealed the decision, officials said Thursday.
In the July 27 ruling, Judge Jose Alberto Montes ruled the statute of limitations had expired on the case, said Guillermo Diaz, assistant prosecutor for the state of Jalisco, where Puerto Vallarta is located.
Chapman was arrested in September by U.S. authorities on a Mexican warrant stemming from his 2003 capture of fugitive convicted rapist and Max Factor cosmetics heir Andrew Luster in Puerto Vallarta.
Luster jumped a $1 million bond and disappeared during his trial in Ventura, Calif., on charges that he drugged and raped three women. The disappearance set off a national and international manhunt by police, FBI and bounty hunters trying to recoup some of the bond money. Luster is now serving a 124-year prison term.
Bounty hunting is illegal in Mexico.
State prosecutors, however, want to continue pursuing Mexico's request to have Chapman extradited,

I found it amazing beyond belief that Mexico had any objections to Dog bringing this dirtbag in. Youd think theyd be glad to be rid of him no matter who took him down.

The dirtbag he brought in had spent millions retaining lawyers and paying off judges in the area where he was hiding just in case he was found, Dogg did everything by the book in Mexico , the case was just about getting even..

It may be atypical, but I would hardly count it as bizarre.
Won’t he be judged guilty/innocent by twelve unlicensed, untrained persons? (Heck, they won’t even let you on a jury if you have any kind of legal training!) Personally, I’d be much more worried about regular old Joe Schmoe deciding whether I get life in prison than being the one to apprehend me and bring me in.
Most countries have a bounty system whether or not they allow professional bounty hunters. The only difference is that others rely strictly on happenstance (random citizen calling into a tipline) whereas ours allows intelligent detective work and (maybe) citizen’s arrest to go alongside.
I view it as a very positive move in favoring a responsible citizenship over a busybody government. In fact, I would say that citizens should always be the first recourse, and government the second.

You are so wrong about that. Twenty-nine Republican congressmen wrote a letter to Condoleezza Rice on Dog's behalf to bring her to awareness of the situation and to ask her to deny extradition.
President Bush is the nation's executive, not God. People still have free will and they do things, which have to work their way through the system. Do you really want your President and the leader of the free world to have to stay up-to-the-moment on what every television entertainment personality is doing?
It's astonishing, isn't it? And that wedding dress in the picture is well-tailored, but some of the outfits she wears on the show, with her running after fugitives, are astounding. They look like bed pillows. You're afraid one of them will get loose and hurt someone.
I have a suggestion... and if implemented, I know I would sleep better at night...
