I'm looking for why you think biometric passports are part of a plan to "enable" the NAU, and you've given me nothing so far, apart from a document written after-the-fact and an irrelevant timeline. I'm arguing that biometric passports are (and were implemented because they are) a security improvement over the old, non-biometric passports.
