You responded to a legislative action that passed in 2002 by referring to a paper that was written in, what, 2005? How does that qualify as a “response?” Especially when you are seeking to support your contention that the former is a outgrowth of the latter.

Did you realize that before something becomes legislation, it is discussed and planned for, well ahead of time?

Migration and borders and flow of traffic/commerce, between the three countries, has been discussed long before legislation was ever enacted to put it into place.

Legislation is an outgrowth of discussions, long-documented, to have occurred regarding migration. MIGRATION and flow of peoples concerns illegals coming into this country and ways to make that less of an “illegality.”

Please stop trying to act dense.
