Once upon a time Connecticut was a prosperous state with a reputation for public safety. Over the last 30 years the state has been allowed to go down the tubes through exactly the sort of lax law enforcement on display here. It will be interesting to see if this episode is enough to shock the Constitution State back to its senses.
