Law enforcement organizations thought that coming up with a term that has no actual or legal definition would help shield them from potential liability.

It doesn't of course, but I suppose the thought process is understandable in the modern litgious age.

Well then, if someone is ever falsely accused or suspected of something, the law enforcement agency can avoid lawsuits by saying he was just a “person of interest”, and was never suspected of anything. Interesting..........

Think about it, a person of interest could be someone who witnessed something, someone who could provide an alibi, someone who knows people involved, etc. It could mean anything.
