The NAU will facilitate the transport of those containers into the U.S. at lower cost - on a super highway paid for by U.S. Tax-Payers.

The road won't be built unless the NAU is in charge? And what do you mean paid for by tax-payers? That evil foreign company, CINTRA, is paying for the road.

The road is part of the implementation of NAFTA and the NAU.

Much of the land required to build the road will be acquired via the imposition of eminent domain.
 
Aquisition and funding of Right of way for the corridor in Texas will be managed by
the Texas Department of Transportation:
 
"Acquisition of right of way will be characterized by public-private investment, including financial participation by utilities, railroads, developers and landowners."
...
"Other possible methods of funding include concessions, the federal Transportation Infrastructure Finance and Innovation Act of 1998, various other federal programs and leasing right of way."
