No Sheff, the current dearth of "African American" MLB players is simply due to the fact that, as a group, they're not as interested in baseball as they once were. ....especially in comparison to basketball and football. The reasons for this are varied, but marketing has a lot to do with it.

I read someone recently who said it’s because baseball is a game that’s passed from father to son - watching the games together, playing catch in the back yard - lots of hours and lots of patience. When the fathers aren’t there, the game isn’t there.
