Directive for emergencies apparently gives authority without congressional oversight.
President Bush has signed a directive granting extraordinary powers to the office of the president in the event of a declared national emergency, apparently without congressional approval or oversight.
The "National Security and Homeland Security Presidential Directive" was signed May 9th, notes Jerome R. Corsi in a WND column.
It was issued with the dual designation of NSPD-51, as a National Security Presidential Directive, and HSPD-20, as a Homeland Security Presidential Directive.
The directive establishes under the office of the president a new national continuity coordinator whose job is to make plans for "National Essential Functions" of all federal, state, local, territorial and tribal governments, as well as private sector organizations to continue functioning under the president's directives in the event of a national emergency.

since Ike and the Korean war . . . . renewed, intensified, broadened . . . by succeeding Presidents . . .
who seem very . . . addicted to the notion of increasing their powers.

The problem is that this steps all over what is left of state sovereignty. Not that it matters anymore, with national sovereignty for sale.

Is it really any new policy? Every President since Eisenhower I believe has signed similar Executive Orders, dismantling the previous Administration’s mechanisms such as Civil Defense, or FEMA, with substitutes, while re-announcing and declaring a state of national emergency continuing such powers. While generally not mentioned except by conspiracy theorists, I suspect it is a formality more between upper intel and black ops between various power structures, which seem to change every 6-20 years.

I’m not going through a thread with more than a hundred comments. I just scanned the thread looking for Katrina. I could justify this just by how Mayor Nagin and Governor Blanco screwed up the response to Katrina. I wouldn’t be surprised if someone turned up a memo from the Department of Homeland Security that stated, “hundreds more dead from domestic politics during Katrina.”
Presidents regularly signs such directives. Clinton had one signed most of his presidency. Leading up to Y2K (funny haven’t seen that ‘word’ in a long time) a similar directive was signed and ready for any problems. If you do some research and look back through the Presidential directives you will find it is common place to have something with similar wording making the President to be in a position to handle any crisis.
I didn't lose one wink of sleep over this. I did lose sleep over staying up too late playing around on FR. LOL
