You can use a headset microphone plugged into your computer with Skype. I used it last year when they have the free calls in the US program going on, calling tech support from job site where I didn’t have cell service.

1. there are cheap $10 usb handsets resembling cell phones in design. Once plugged in into usb port, they are recognised as audio device. I use one with Skype and it works fine.
2. investigate USB jumpdrive with U3 technology. U3 allows you to run software from a jumpdrive without having it installed on PC. Probably there is Skype solution already.
1+2 could be solution to access skype from public PCs.
