That is the real question. What the heck is wrong with people in that state. I doubt there is another place in the country where you’d see 75(!) percent of drivers run off like that. Amazing. Perhaps two were illegals without licenses.

This is Oakland, which is mostly a hardcore wasteland within the overall wasteland that is the SF Bay Area. Judging the whole state by what happened there is like judging the entire state of Michigan based on what happens in south Detroit.
