She’s an adult. The only way he can control the situation and have her shipped home is by calling ICE.
She can always leave on her national passport any time she wants. She could always get a Canadian visa, if one was needed from her native country.
The problem seems to be that her interests and her father’s interests don’t coincide. Or that you signed up to troll.
