Without context much of this outrage is meaningless.

Throwing a creamfilled pastry on a bus' windshield at a busy intersection is just dangerous - a distracted driver could lose control of the vehicle and people could be injured or die.

And big deal if police "cautioned" a man who was going to throw an egg.

Any cop would tell a would-be vandal: "I wouldn't toss that egg if I were you."
